Overall weight on the frame doesn't change, you're just messing with the distribution of mass (by raising it). Basically makes the bike more manueverable, but less stable, doesn't it?
I could be wrong here.... I don't do this on a bike alot (certainly not on a cruiser), but we use the technique on snowmobiles all the time (I usually kneel on top of the seat in the woods to help with maneuverability around stumps & stuff- but for fast going I become "one with the seat" for stability...).
